Public RAG search

Search an application-visible RAG collection through the dedicated Public RAG service. This is distinct from the Client API.

rag_id is the public collection ID shown in RAG management, not a database ID. A response contains at most four matching chunks.

The default service limit is 30 requests per 60-second window for each API key. The endpoint can return 200, 400, 401, 404, 429, or 500. On 429, honor Retry-After; the Public RAG error envelope is different from the Client API envelope.
